Debating ways to a state’s balanced budget

Among the measures that lawmakers passed near the end of the session was a balanced budget amendment. It wasn’t on their radar until Governor Mike Pence listed it as one of his top legislative priorities. The proposed measure would prohibit the legislature from crafting a budget that spends more than the state collects in taxes. And as Indiana Public Broadcasting’s Payne Horning reports, legislators agree on the concept but differ on the approach.
