When state money was given to fund projects through the Regional Cities Initiative by the state legislature last year, the East Central region didn’t receive any of it.  Now, the state is awarding much smaller planning grants to help regions strengthen their pitches and compete again.  As IPR’s Tony Sandleben reports, the lieutenant governor came to Muncie today to officially hand over the grant.
