The National Weather Service at Indianapolis has issued  WIND CHILL ADVISORY from 10 tonight (Wed.) to 11 a.m. EST, Thursday. Wind chill values will be 15 to 20 degrees below zero, on west-northwest winds gusting to 25 miles per hour.  The weather service says there is a risk of frostbite in a short period of time to exposed skin in such conditions.  Stay tuned to IPR for the latest weather details.
