Open enrollment on the Affordable Care Act exchange begins tomorrow – November 1st.  The Obama administration says federal marketplace costs will rise an average of 22 percent.  But as Indiana Public Broadcasting’s Sarah Fentem reports, that doesn’t mean Indiana costs will be the same.
