00;00;00;04 - 00;00;19;28 Stephanie Wiechmann At several city council meetings, both officials and the public said that Muncie citizens have wanted this ethics code for a long time. Muncie made national headlines for years after an FBI investigation into city government corruption sent several city officials into federal court on such charges, including the sitting mayor at the time, the building commissioner and the head of the Muncie sanitary district. 00;00;20;01 - 00;00;24;04 Stephanie Wiechmann Chip Taylor chaired the community committee appointed to create the ethics code. 00;00;24;07 - 00;00;35;04 Chip Taylor This ordinance is more about Muncie's future. It is the past or the present. Whatever the situation is, people will know that there's one place they can go report this and it'll get dealt with appropriately. 00;00;35;07 - 00;00;55;12 Stephanie Wiechmann The 18 page code details rules to govern many situations and requires ethics training for all employees. It creates the Muncie Ethics Commission, with appointees by the mayor and City Council to hear and rule and ethics concerns in meetings open to the public. The Commission can't fire or sanction someone, but it can recommend actions and forward ethics violations to law enforcement. 00;00;55;17 - 00;01;05;27 Stephanie Wiechmann MIkah Wilson is Muncie's former personnel director. She left that job last April, and she told the City council on Monday night it was over ethics concerns. She approved of the new code of ethics. 00;01;06;00 - 00;01;22;05 Mikah Wilson And when we talk about ethics, it's what's best for everybody. It's not what's best for one person or their friends. I was honest. And I did the right thing.  But I won’t work for people who don’t. 00;01;22;08 - 00;01;33;20 Stephanie Wiechmann After making some amendments suggested by the city council attorney, the city council vote to adopt was unanimous. The council then received applause from the audience. In Muncie, Stephanie Wiechmann, IPR News.
