Muncie’s Whitely neighborhood wants to paint the town pastel

The community council running Muncie’s Whitely neighborhood wants to beautify its blocks with pastel colors in a year-long revival project. IPR’s Stephanie Wiechmann was there Monday night as the council brainstormed what work the effort will take.
