Indiana House votes to give counties power to create needle exchanges

A year after allowing the distribution of clean needles to drug addicts, Indiana is halfway to making that process easier. The House voted 72-26 to scrap a requirement that the state health commissioner approve requests to create needle exchanges, and allow counties to make that decision on their own.
