Thousands of Hoosiers will receive letters this year, saying they owe taxes on cigarettes they purchased online.  The letters from the state Department of Revenue cite a law called the Jenkins Act… and for some, it’s the first time they’ve ever heard of it.  IPR’s Stephanie Wiechmann reports.
