Wayne County has become the fifth Indiana location to begin a state-approved needle exchange program.  As Indiana Public Broadcasting’s Becca Costello reports, the state Department of Health declared a public health emergency in Wayne County today for hepatitis C, which was the final step to beginning an exchange like ones approved by lawmakers last year.
